What is CapRadar?
CapRadar by Radrly is a Jira Cloud app (Atlassian Forge) for software capitalization: it splits engineering time from Jira into CapEx and OpEx with rules, approvals and a period lock, and produces audit-ready R&D time records.
Who it is for
CapRadar is built for controllers, CFOs and accounting teams at companies that build software in Jira Cloud and capitalize part of that work, and for the engineering managers and PMO who supply the hours. Auditors get read-only access to locked periods in the Advanced edition.
The problem it solves
Capitalizing software development under ASC 350-40 or IAS 38 needs a defensible split of engineering time into capitalizable and expensed work, period by period. In many teams that split is rebuilt each month in a spreadsheet from Jira exports and manager estimates, with little record of why an hour was treated one way. CapRadar does the split inside Jira, records the reason for every hour and closes each period with an approval and a lock.
How it works
- Install and sync. A Jira site administrator installs CapRadar and starts a 24-month backfill of worklogs.
- Set the policy. Choose a template (ASC 350-40, ASU 2025-06, ASC 985-20, IAS 38 or custom), the currency and the measurement method, and import cost rates by CSV.
- Classify. Rules by space, work type, label, component, custom field or JQL, capitalization phases per epic and overrides give each hour a class (CapEx, OpEx, Excluded or Unclassified) and a reason. The To classify queue lists what is left.
- Close the period. Run the pre-close checks, approve and lock. Later changes become post-lock adjustments in the next open period.
- Export. Download the CSV pack with a manifest, the journal entry CSV and the board pack, and in Advanced the auditor PDF, XLSX files and the ERP journal layout.
What is different about it
- Every hour has a reason. Each result records the rule and its version or the override, the phase and the policy version.
- Worklogs or no timesheets. Native worklogs and Tempo hours drive the totals; timesheet-free allocation from Jira work item data runs alongside, with a calibration report.
- Verifiable close in Advanced. Locked periods become SHA-256 signed snapshots in a hash chain that auditors check with Verify in the app or offline against the manifest.
- R&D time record. An R&D flag independent of CapEx treatment, and in Advanced R&D categories and report layouts for common R&D relief regimes, labelled for review by your advisor.
- Hours, never salaries. Rates and amounts are visible to finance roles only.
- Runs on Atlassian. Built on Forge with zero egress. Data stays in Forge hosted storage under your site’s data residency. See Security.

Is CapRadar accounting or tax advice?
No. CapRadar applies the policy, rules, phases and rates you configure and collects evidence for your process. What to capitalize, from when and at what rate stays with you, your auditor and your advisors.
Does CapRadar change my Jira work items?
No. CapRadar is read only toward Jira. It stores its classifications and results in its own Forge storage, and the work item panel only displays them.
Do engineers see salaries?
No. Cost rates and amounts are visible to finance roles only, enforced on the server. Engineering managers and other users see hours.
